You have to lay on your back under the steering wheel (pain!!) and get a flashlight ..... its under there. Just a STUPID location. (close to the plastic cover aroung the steering wheel shaft)

I'm in the process of searching for some wiring diagrams for my 89 Camry so I just happen to have my owner's manual next to me. I've scanned in the pages that contain the fuses and their locations.

It's always a good idea to back to basics. Have you got the original paperwork that came with the vehicle from the factory? There is often a fuse box diagram in the owners manual.
Have you lost all the lights or just the plate and marker lights? Have you checked if these lights work on the tractor unit? If the tractor lights work and the trailer doesn't it's a trailer issue. Some trailers have built in breakers that can be reset. Have you checked the hook-up cables between the trailer and the tractor unit? You might have a loose or dirty connection.

Modern digital vehicles use some unconventional circuits so troubleshooting isn't always straightforward and checking the supply to and from the fuse, etc. with a test lamp.
A wiring diagram is necessary for in depth investigation.
If the low beam is the HID type it might be a faulty ignitor. If this type beware of dangerous high voltage.

is there cover on the fuse boxes ? either drivers side dash (part of dash facing your side window)or drivers side kick panel (by left foot) or under the hood on the drivers side.
there is usually a diagram of
fuse locatons on the covers. will say "wipr". or something similar.

fuel pump fuse is located under the dash on the driver's side. Look for THIS - 
The fuel pump relay is located underneath the dash, driver's side, up behind the metal panel (behind the plastic kick panel). It is NOT plugged into the fuse panel.

Power to both front and rear A/C control panels goes through fuse No. 3 (7.5 amp) in the driver's under dash (left kick panel) fuse/relay box. But power to the main front panel goes through an additional fuse, No. 13 (7.5amp), in the passengers under dash (right kick panel) fuse/relay box. The other thing to check is the grounding point for the front panel (labeled G401 in wiring diagram.) It is located under the left side of the dash panel on a metal support with a through-bolt fastener. Many items ground at this point so look for multiple ring lugs under the bolt.
